    • Stephen Kappell, 18, Missing Since Sept. 28 From Oshkosh Dormitory
      Oshkosh -- The partially decomposed body found last weekend floating face up in Lake Winnebago, bound and naked, has been identified as that of Stephen Kappell, 18-year-old son of Mr. and Mrs. Clifford Kappell, 1017 Hillcrest Drive, Kaukauna, a freshman student at Wisconsin State University-Oshkosh.
      Positive identification was made by Oshkosh police and state crime specialists who used dental records and fingerprints to obtain the identification.
      In light of developments, Oshkosh Police Chief Harry Guenther today said he is not positively establisheing the case as a murder and is leaving open the possibility that the student may have beaten and bound himself, tied a stone to his feet, and hurled himself into Lake Winnebago near where he was fount Saturday.
      Extensive Investigation
      The police chief said he is not discounting suicide "because, even though the body is beaten, there is no report of a skull fracture."
      Guenther said he is ordering an extensive investigation on the college campus where the student was last seen alive Sept. 28 and from where he disappared without taking his clothing from his room in Breese Hall.
      While police were pondering the fate of the Kaukauna student in Oshkosh, friends and family in his hometown 25 miles away could not help but wonder what did happen to the youth they knew as polite and serious, and a fine athlete.
      Kappell, the oldest child in his family, was a member of the baseball, football, track, volleyball and werstling teams, active in the K-Club, a good, B average student, interested in literature, writing and music.
      Mingled Well
      One teacher said he mingled well and was well accepted by the students. He was courteous and never got into trouble. He had been looking forward to a teaching profession and a good college careet.
